Inventory transaction worker on EBS R12 helpd up with libary locks (exclusive)

We are on EBS 12.1.2 ,

Apps node 2  tier

Apps 1 - All (cm, http, forms)

Apps 2 - All (cm , http, forms)

DB  2 node RAC.

I see a lot of locks and the request of Inventory Transaction works keeps there and never gets complete.

On Grid i see locks , (library cache)

attached is the screenshot in word document.
