Mobile App Designer Installation Error

We successfully patched OBIEE 11.1.1.7.0 with the OBIEE 11.1.1.7.140225 Patch 18057570 and the Dynamic Monitoring Service patch 16569379 on our Windows server.  We also successfully applied the Mobile App Designer Patch 17220944 and Deployed the Oracle BI Mobile App Designer.  However, when we try to "Update Security Configuration for Oracle BI Mobile App Designer" we get an error.  We get the error when trying to run the WLST script:

For example, I ran the following:

cd C:\orcl\mw\Oracle_BI1\install

C:\orcl\mw\Oracle_BI1\common\bin\wlst.cmd addMADCodeGrants.py t3://localhost:7001 weblogic


Error:

Problem invoking WLST - java.io.FileNotFoundException: C:\orcl\mw\Oracle_BI1\install\addMADCodeGrants.py (The system cannot find the file specified)
