How to stop the user from selecting two EIT records for approval in SSHR?

In SSHR when a user selects one EIT record, he has an option to again click on the Add button and add more number of records.

Finally he can submit all the records together for approval.

I want to restrict this option so that only one EIT record can be sent for approval at one time.

Can this be achieved through user hook validations?

The steps that shows the issue is available in the attached document.
