Collaborative portals in E1 9.1

Hi

I need a help.

I am working on an 9.1 implementation project. The scope includes self-service apps like RSS, CSS, and also operational sourcing.

For Operational sourcing the minimum technical requirement (MTR) suggested by Oracle is to have IBM websphere portal. However the client doesn't have license for the same. Can this be hosted on Oracle webcenter space and if yes what configuration is required.
