Has anyone upgraded Enterprise Manager Ops Center 12.1.4.0.0 ( b2319 )  ->  12.2.0.0.0 ( b2663 )...

Has anyone successfully upgraded or installed from scratch  Ops Center 12.2.0.0.0 ( b2663 )?

What looked like a straight forward task turned into opening an SR with MOS and getting assigned a BUGID 18392349 for the issue. The upgrade started without issue however when it was ready to start the proxies it could not so it failed.

DEBUG: Services:start_proxy: start proxy cmd: /opt/SUNWxvmoc/bin/proxyadm start -w -v

proxyadm: ERROR: Cannot contact Enterprise Controller, verify Enterprise Controller is running and reachable.

ERROR: Failed to successfully resume proxy services (rc=256)

The EC thinks it is online, ./ecadm status , confirms this but there is no process listening on port 9443 and trying to connect with a browser fails as well.
