How to get the error message when API error out In R12.1.3

Hi,

When i call some standard API(like iby_ext_bankacct_pub.create_ext_bank_acct) in AP, it error out, could you please help me how to get all the error message from the API?

using FND_MSG_PUB.GET or oe_msg_pub.get??
