Issue with new request set containing 'Purge Concurrent Request and/or Manager Data' program

I have created a new request set called 'Daily Maintenance' and added the concurrent program called 'Purge Concurrent Request and/or Manager Data' (FNDCPPUR) as the only stage (stage number 10) in this set.  The parameters I am using are all Constant values: Entity = ALL Mode = Age Mode Value = 90 Report = Yes Purge Other = Yes

The concurrent program runs fine with these parameters as a standalone program but this request set fails straight away with the error: 'The stage registered as the first stage of this set is invalid.'

I have tried this in 2 test instances and still the same result.
