Importing a spreadsheet into Sourcing lines

We're on 11.5.10.2.  We use the import spreadsheet function to import large numbers of rows into a Sourcing RFQ from a text file.   We also apply templates to our RFQs that set the Price Break Response to "Optional", and that works fine for manually entered lines.  But when importing from a spreadsheet, it always makes the Price Break Response "None".  We then have to go into each line and manually switch it back to "Optional".  There's no field on the import spreadsheet where we can specify this, it seems to be happening from some default.  Is there any way to
