After upgrading from 12.1.2 to 12.1.3 the Unit of Measure LOV is incomplete in iProcurement

After upgrading from 12.1.2 to 12.1.3 we are finding that the list of values for unit of measure when creating a non catalog request or a smart form based requisition.  After reviewing the setup all values are defined in Inventory setup of UOM, classes and conversions.  We can see a full listing of the UOM values in Purchasing forms when creating a purchase order.  Has anyone else experienced a similiar issue in 12.1.3?
