Creating Project agreement/funding with 'Baseline' Status

We are in 12.1.3

We need to create project agreements, funding and baselining using legacy data. Can someone point me in the right direction as to how to go about on this.

I found an API PA_AGREEMENT_PUB.create_agreement. But this creates agreements and funding but with the budget_type_code  in DRAFT status. I need to create the funding in 'BASELINE' status.

Any inputs/pointers will be greatly appreciated
