AME top supervisor lacks a supervisor

Hi all,

We're on R12.1.3, using AME for AP Invoices.  I've created an AME rule for Payables Invoice Approval, TOP_SUPERVISOR_PERSON_ID and entered the Employee ID of the CEO.  When I run the test, that field is blank.  Somehow, the application is not picking up the value for this person.  When the invoice is routed to the top supervisor, this error is received:

APP-SLQAP -10000:  ORA- 20204:  <TOP SUPERVISOR NAME> lacks a supervisor, so AME cannot complete the chain of authority for the transaction occurred in AP+WORKFLOW-PKG Get_All_Approvers <-APXIAWHS with parameters (&PARAMETERS) while performing the following operation:  set variables from workflow.
