Site Address country always defaults to "United States"

In 11i we could set the defaulting country at the ste address level using a profile. How do you set it by OU when using a MOAC responsibility.  The profiles

Application: Receivables

HZ: Reference Territory = United States (site level)

ICX: Territory = United States(site level)

We are using MOAC responsibilities and the defaulting country is always United States, even if I change the OU on the site address creation form.

I would appreciate your recommendations.
