How to Group more than one adjustment to work with each other and no one of them is applied if anyon

My client needs to achieve the following case:-

Apply 2% discount on the total current order value if the total previous Orders value for a specific customer is over $15000 but only under the condition that this customer achieves a targeted value of over 7000 of item group 1 and 6000 of item group 2 and 2000 of item group 3, if any of these three targets is not achieved although all previous orders value is over 15000 then he doesn't get the 2% discount on the current order.
