When applying patch 14247039 in FRC, an error occurs:

Altering database NLS_LANGUAGE environment to FRENCH/CANADIAN FRENCH

A database error occurred:


ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified
