Patch 16784403 Fails on OUI

We are trying to apply AS10.1.2.3 patch and getting "OPATCH_JAVA_ERROR=CheckConflict: OPatch cannot process overlay patches because of no OUI support". I have applied patch 6640838 even though we already had OUI version 10.1.0.6. I then upgraded OPatch to 1.0.0.0.64 but the patch still fails with the error below.
