Item supply type - Error messages

Hi ,

There are two types of error message we receive while doing move transaction or completion transactions for a WIP Job.

1. Transaction Failed. Negative balances not allowed.

2. <Item Number>:Quantity must be less than or equal to Available to transact.

Reason for both is same,sufficient quantity not available at particular sub inventory. So need to ask what is the logic behind these error to display ? Means when the error message 1. displays and when the 2. ?
