New Project Creation Alert

We have one Project Alert  which gets triggered whenever a new project is created.The same alert notification will go to specific users as per the setup in Alert setup definition.Users have reported that they are not getting project creation alert notification  regularly.Suppose they are creating three projects they are getting notification for 2 projects but the other one alert is missing.Big challenge is that Alert history would be there in system for 3 days as per setup.This is not reproducible scenario.

Please do have a look and suggest why Alerts are missing in this scenarios
