Does Fixed Assets need to be active before implementing Plant and Equipment Maintenance?

We are currently using World Manufacturing A9.2.1 and are in need of Parts Inventory, Plant and Equipment Maintenance, as well as Fixed Assets. However the immediate need is perceived to be the Parts Inventory to better track Parts availability and movement. But by attempting to implement a Parts Inventory without the Plant and Equipment Maintenance Module are we setting ourselves up for a grand failure? And subsequently bringing up Plant and Equipment Maintenance without first setting up and getting Fixed Assets working are we asking for trouble?
