EM 12.1.0.3 agent install to Windows 2008 server x64 bit fails

I have a windows 2008 x64 server that I am trying to install EM agent software to using the OMS target wizard. I have cygwin installed on the windows server, ssh is working just fine from the OMS to the windows server.

The agent software is copied over from the OMS to the server but the pre-req checks on the server are then failing with the following error log output:

Any help would be appreciated.....
