ARXTWACC.pll fails to compile after applying AR patch 16910911 as a pre-requisite for 16695227

Apps 15.10.2
Applied AR patch:16910911 which is a pre req for Federal financials patch 16695227
Per the read me of the patch, they applied the bleow patches
1. TAX patch 8452606
2. Inventory patch 8529225
3. AR Patches 8627857, 8623783
4. JL patch 7585468
5. ATG_PF:11i.ATG_PF.H.RUP7 Patch 6241631
6. Apply FV GTAS feature prior to applying this patch
as well as the other pre req patches.
Only one PLL, ARXTWACC.pll that is not compiling. No Forms generation issues reported.
Only ARXTWACC.pll that is not compiling and I used f60 to recompile, and it still failed,
