The Object Version Number passed does not match with the one existing in Installed Base tables

We are running 11.5.10i.  We are fully patched in IB.  We are getting the above error on shipments and subinventory transfers and we are not able to reprocess them.  The transactions details button is grey and the instance details button is active.

I cannot determine what information the instance requires or how to save it.  Any assistance would be appreciated.
