Missing Email Address when searching for "Person Name" in the SECURITY >DEFINE> USERS> PERSON block

I have a USER in the SECURITY >DEFINE> USERS screen that has an assigned EMAIL and that EMAIL exists in the FND_USER table for this user.

However, I noticed when I search in the SECURITY >DEFINE> USERS> PERSON block and select FIND- it lists all of this USER's information except the email address assigned to this USER.

Where does the "Person Names" block obtain the list of available names, because if it was the FND_USER table it should be displaying the Person Name assigned email.
