Notifications not sent when user requests new access via our CSI number

New user requested access to MOS and no email notification was sent to admin.  The admin was able to approve this access in MOS but expected she would receive an e-mail notification to request approval. A notification was sent to her e-mail to show the request was approved once she approved it in MOS.  Is this the expected behavior?
