I'm not sure that I understand the question(s) being asked. So I'll offer these answers in hopes that it covers it.

For starters, Oracle 11.1.0.6 is an old version now. From a security standpoint, it would be better to upgrade to 11.2.0.4 or 12.1.

The Oct 2009 CPU is way out-of-date. The CPU's come out quarterly. The last one was released in Jan 2014. There will be another run released on 4/15/2014.

Upgrade your database and apply the most recent CPU and you will have resolved a large number of security holes.
