create an incident of maximum number of processes

Hello

I'm using EM 12c version 12.1.0.2.0 . for a particural Database we have an application the uses a lot of transactions and sometime we get into alert log the error

ORA-00020: maximum number of processes (600) exceeded.

We would like to create an incident that supervises the number of process used and alerts when this limit is approching.

Do you thing that such incident coud easely done with incident rules -> Create Rule Set  ?
