TXK Technology Inventory Report for R12

Hi, experts,

Following Doc. 438086, I generated a Technology Inventory Report from Section 1, step 12. The report tells our system component versions. My question is that where/how to find the base version so I know what upgrades have done or what patches have applied to the 12.1.3. Oracle recommended Doc 380482 but this has too many links that I dont know where to start. We have 12.1.3 applications. Can you please tell me which file I can compara with? Thank you.
