Collaborative Development process - Webcenter Sites

Hello, we are currently using WebCenter sites 11.1.1.8.0, 11gR1, and we are using ant to import and export content. So far our development process consisted of a single developer running all the exports from his main copy, and the collaborative devs, handling him the bits of code (templates, cselements, etc) via txt file, so the main dev would include that into his local environment. This is mainly, because for certain items types (templates or cselements), we can't seem to find a way to import atomic elements. IE, Dev 1 is tweaking Template 1 and template 2, dev 2 is tweaking
