Cannot add host targets

Hello,

Cloud Control 12c was freshly reinstalled.  When I try to add a new host target  (Setup> Add Target>Add targets Manually> Add Host>),

the 'Platform' dropdown list box is grayed out. How do I  enable it? See attached screenshot for what this looks like..

I do not have Software Library configured.. is this related?
