How to Always minimise the Web Applet

Our requirement is to Minimise the Web Applet by default or every time the page is loaded and not to execute the URL until the user clicks the "+" button to expand it.Because it is making un-necessary calls to the external system which is provided in the URL. so is there a way to always minimise the web applet? Example scenarios: Opening the Customer page or moving from one customer to another customer page within the same session. NOte: The "Always Run" - is still unticked.
