Getting error codelevel error while loading patches required for eBS 12.1.1 to 12.1.3 upgrade

This patch requires the following codelevel or higher: 'R12.AD.B.3'.
The current on-site codelevel for the entity 'ad' is : 'R12.AD.B.1'.

Getting the above error while loading patches for 12.1.1. to 12.1.3 upgrade & other significant bug fixes on already installed eBS 12.1.1. As per Oracle community updates & blogs, tried loading patch # 9239089 on the existing installation but still getting the above error while loading the patch.

Please suggest the way the eliminate this error.
