Can the FND Attachment API be used to load Lot attachments?

We are restructuing our Inventory organizations.  In doing so we are creating a program to move all inventory and lots from one org>sub-inventory to another.  The problem is that the lot attachments do not transfer over, as this is an open enhancment request.  Does anyone know if the FND Attachment API can be used to perform this?
