Formatting issue with 1099 file generated with P04515A for IRS

I would like to know if anyone has had the IRSTAX.txt file created by  P04515A rejected by the IRS for formatting issue. I submitted a test file and later an original file and they were both rejected as not being in the right format. I could not see any issue with the file when viewed in notepad and other text editors. I called the IRS to get more details and was told that when viewed with their text editor the file had dots and spaces between each character.

I finally got the file accepted by the IRS by doing the following
