How to setup Internet Expenses Workflow using HR Position Hierarchy

Hi there,

We are going to implement Internet Expense module using Position Hierarchy.  The organization did not populate the HR Supervisor Hierarchy and they do not have plans to do so.  How can we use it using the cost center based signing limit hierarchy or using AME but without really hardcoding in AME setup?  Please advise.
