CWB Merit Increase Process - Post process issue

We are on HRMS 12.1 Rup6. We are seeing a weird issue when trying to run post process on CWB merit increase process.

This is the issue:

We ran participation process on 14-feb, after we ran participation process HR went in and made some salary changes on some employees with future date salary changes say some like 15-feb, 01-mar etc.

Now we are trying to run post process on this employee, with post effective date of 01-jan-2014. And see weird issue. We were expecting post process to kick out merits on this employees, however see it inserts merit increase salary record. Causing lot of inconsistency.
