14:08:03 Error: Error initializing Team Coding: ORA-12571: TNS:packet writer failure

Hello,

My oracle database version is 8 and I am trying to connect via TOAD 10.6.1.3 to the database. I get the following error: Error initializing Team Coding: ORA-12571: TNS:packet writer failure.

And there are chinese/funny characters displayed when I try to view any data or anything in the schema browser.

Any idea how I can solve this issue? Any other optiona apart from using an older version of TOAD?

I have two Oracle clients installed : 8 and 11.
