Install Base error "no instance is found for the inventory location attribute"

Hello,

We have Items which are Traceable, Serialized

Order has been shipped.

Install Base instance is not created.

Checked Transaction error processing form and found they are stuck with error "no instance is found for the inventory location attributes".

Tried to resubmitt but they did not get cleared.

Total count of transactions stuck with this error are "17061"

Need to process these to have the instance created.
