Pending Shipping Transaction

We are on 12.1.3 .We have a line that is closed in sales order form and the shipping transactions forms shows as SHIPPED and next step RUN INTERFACES.There is a record stuck in Inventory Open Interrface and when we try to submit it we get an error"The Transaction Row is already locked"

We ran the ITS in debug mode and it shows an error in the inventory part of the code "no data found" and also shows the error "no delivery detail found"

We have logged a SR for a data fix but would like to know if anyone has any ideas on how to fix the issue and what is causing this problem
