One View Issues

Hello All,
We have two issues with One VIew.
1) Every time user is accessing the one view BIP window will open asking for one view user name and password.
We found one Doc ID 1446791.1
It states in tools release 9.1.3.3 there is setting to add in soft coding to avoid this issue. Can anyone please let me know the exact value to add this in soft coding and avoid this issue.
2) Some of the users are able to create One view reports but they are running it on their system/pc. it gives the below errror.
System cannot access the report because it does not exist anymore on the BIP Server. Please contact your system administrator to delete the report definition.
