Has anyone attempted to establish the Inventory "Default Location" as a secondary location vs. the n

I am aware that the Inventory Primary Location can be changed in the Transaction programs such as P4312, P30004, P30003, but we want to get around having the user have to change the defaulted primary in those transactions. I realize that this is probably a modification. Has anyone implemented  this type of modification?? I am also aware of the capability to swap a Secondary location with the Primary, but in a dynamic inventory environment that is not very feasible due to the restrictions imposed by JDE.
