Insufficient error while configuring Database vault

Hi All,

I am configuring Database vault on existing 11.2.0.3 database and the db vault configuration(DBCA) got stuck at Insufficient Privilege error.

FYI,if we are running the alter system set command from sql prompt we are getting insufficient privilege error.

Infact, This we can notice when we enable the dv vault using below command

chopt enable dv

After enabling the DV using above command, We find insufficient privileges during alter system set <parameter> command fired by sys user.
