Install Base expired by WIP Assembly Completion?

in Install Base and Asset Tracking - EBS (MOSC) Question

I have an Install Base instance that is showing a status of EXPIRED with the last Install Base Transaction being a WIP Assembly Completion.  This particular Serial Number was issued as a component to the Work Order and still shows the current location as the Work Order.  Why would a completion expire the instance?
