Near Zero Downtime Deployment

Management has asked us to reduce our downtime for application deployments to "near zero".  In theory, to deploy our database changes to one database instance while users stay active on another. Once changes are tested, they're released to the entire user community. We currently have two 2-node RAC Clusters (Primary and Standby) with Dataguard between the two sites.  The Application is Siebel.  What options are out there to help us accommodate this request?
