Delegate expense report submission WITHOUT a user ID

Is it possible for person A who has no User ID in EBS (but does have an HR record and supervisor in EBS) delegate or have Person B with a user ID enter an expense report on behalf of Person A into Oracle Internet Expenses?  (not payables core forms)
