How to User Glocal Purchase Agreement ??

Would any one tell me the Full falsh configuration of Global Purchase Agreement ?

We have two OUS and one BG and normally the agreement with the Supplier is done globally means irrespective of the OUs.
Client want the Release should be Standard PO againt the Blanket Agreement and from one agreement we have realase of two different OUs ??
