how to clean up the table

Hi, i was wondering how to clean up as stated in this TDA: How to Resolve JAS_MSG317: Duplicate key not allowed Error in Interactive Applications (Doc ID 1636795.1)

Does it mean by re-indexing the table involved? 

Currently, my finance user was trying to create an account code, but it came up with an error "
