LOV values not shown in Drop downs

we are in process of upgrading our Siebel application from 7.8.2.14 to 8.1.1.11. The application is up and running, when we try to create a new record the LOV values are not showing in drop downs of the List Applet. I can see all the Parent LIC and Type values are correct like how we have in 7.8. How to overcome this issue.
