Do I need a license for HFM for FDM users

Some of our users are assigned to load data in HFM via FDM. These users are not HFM users and do not analyze data in HFM or smartview. Do I need to buy HFM licenses for these users?

It looks like the users can't load data unless they have a HFM write access to their respective entitiey's security class. Do I need a license for HFM and FDM to be able to load data in HFM via FDM? Thanks
