Unable to find USERs selection in Security Center

Hi.  Just got our Bi Pub (BIP version 11.1.1.6) installed for OEM  (12.1.0.3).  The Administrator doc says that we should be able to log in and do the following:

To create a new user in BI Publisher:

1.    Navigate to the BI Publisher Administration page.

2.    Under Security Center, click Users.

3.    Click Create User.

4.    Add the User Name and Password for the user.

5.    Click Apply.

6.    Click Assign Roles to assign roles to the user.

7.    Use the shuttle buttons to move Available Roles to Assigned Roles. Click Apply.

but - logging in as SYSMAN - I do not see USERs under the security center.   I validated with installers that I have logged in at our highest level.
