Why am aI getting error when running Element Result Listing (PDF) with custom Excel template

(Note we are on R12.1.3.) My customer would like to be able to get an Excel output from the Element Result Listing (PDF)" report.  The report has a parameter to choose a template and currently has one default RTF template. I created my Excel template (“Oracle Fusion Middleware Report Designer’s Guide for Oracle Business Intelligence Publisher”, Rel. 11g (11.1.1), Part # E13881-02).  It successfully produces the correct data from my XML file when I click "Preview" under "BI Publisher" in Excel. I did the following as referenced in Note 1343225.1 (R12 How to add Microsoft Excel as Type to the Create Template List of Values in BI Publisher): 1.  Apply
