processing build/deploy with new custom bsfn

experts,

it's true?: If you are trying to build a custom function into a new custom lib, then you have to first build the new lib into the FULL package before you can build an UPDATE package against it.

1_so if I have nuw bsfn I can't update pkg buklñd and deploy? without problem?

2_do I need to create new full pkg?
